This is a trivial observation, but the create packet page does not have left-nav. Should it? Was it decided not to add left nav because this page is so complicated and needs to be built on the fly?
The naïve (read "developers'") answer is "because that's how Ashleigh's design was laid out and approved." She's no longer available to ask, and I wasn't in on the design review meetings, but if I had to guess, I'd say she probably did it that way because the amount of information, especially with long article titles, needed lots of real estate. No way to know for sure. At this point, the important question is what you want the page to look like. There's nothing in the dynamic nature of the form which precludes inclusion of a left-navigation panel.
I think the real estate issue (especially pertaining to the articles) is an important one. I'm marking this won't fix for now. Thanks.
