The scheduler needs to behave the way cron does, using local time to schedule jobs. Otherwise, we'll have to manually adjust the times for each job twice a year, when we hit the silly "daylight savings time" transitions.
I have added the time zone to the settings file. The documentation for ndscheduler is pretty thin, so we have no clue whether this will actually fix the problem. We'll find out next week when we flip back from EDT to EST this coming weekend. We'll see if the local times here are the same:
Adding the time zone to the settings file took care of it. So the docs are wrong, but the behavior is what we want.
