The CTRP Protocol download recognizes and logs when it wasn't able to retrieve a current data file but the information is not submitted as an email notification. The nightly job only reports when the process started.
We want to add a notification email if the download failed so that we can contact CTRP folks.
While you're at it, please have the script check for an HTTP success (200) code in the response from CTRP.
The program has been modified to
send an email if we can't download a data file and
send an email if the HTTP status code is not OK (200)
