We currently do not have a 'Phase 0' value for the <Phase> element of the CTGovProtocol document type. We recently received a trial with this phase and we were not able to create a valid version of the protocol with the ‘Phase 0’ value. Please add this value to the list of values of the Phase element

New value installed on Mahler; ready for user testing. One additional factor (beyond the professional controversy over the semantics) which makes this value odd is the fact that the output which is pushing its use adopted Roman numerals for its naming scheme for the rest of the values, apparently unaware that the Romans had never figured out how to represent the concept of zero in its numbering system. :-)

I see that it has been added to the schema but I don't see the 'Phase 0' value in the list of values in existing documents, when I use the ctrl+enter macro. I restarted XMetal already.
