We’d like to either add options to the “on agenda” state that are similar to those on the “final board decision” state OR add a new state like “working group decision” (with options that would pop up if that was chosen).
This may require discussion with you (Bob) and the other Board managers, but I wanted to get the ticket in so you could think about it.
Can either option be done in the time constraints we’d decided upon for Fiordlands?
This looks like another ticket for which Jira ate the comment I submitted via email reply several days ago:
I believe the level of effort required would push this into the release after Fiordland.
The Board managers talked about this at our monthly EBMS meeting and came up with some requirements:
We'd like to add "Working group decision" after the "On agenda" state.
This would be a new state with new options that would appear when the "Working group decision" box was checked, similar to when "Final board decision" is checked.
The decisions that pop up should be the same ones that appear for Final board decision with the exception of "Cited (legacy),"
We would need this to field to be added to article reports so it is searchable, and the report results when chosen. I assume a new ticket will be needed for this.
Should this (and all of the other tickets we'll need to modify reports/forms/etc.) be added to Glacier? Or should it have its own release?
We decided in last Thursday's status meeting to add this (and each of the tickets created for the different reports which will need to be modified) to Glacier.
~vshields Does the new field also need a cycle ("meeting date") and a "discussed" flag (as with the board decisions)? What about board members?
Robin and I discussed this and we don't think we need a cycle, a discussed flag, or Board member options. We do want to keep the comment field. (On the Final Board decision page, which this is modeled after, there's a comment field at the end.)

Should the new state have the same sequence number as Final board decision? The same sequence number as On agenda? A sequence number between those two?
Is the new state a terminal ("Processing for a given article/topic combination has typically completed when a state is entered with this flag set") state?
The new state should have a sequence number between On agenda and Final board decision.
The new state is not a terminal state.

The new state has been installed on EBMS DEV.
Kavitha tested this and requested a few changes to the icons. Here are her comments and the citations she used to test.
For working group decision “not cited,” I noticed that the symbol next to the state is a green checkmark and the overall state of the citation remains in progress (purple wave). If the working group decides not to cite an article, it does not go to the full Board. Is it possible to change the green checkmark next to the state to the red “X” and change the overall state from the purple wave to the red “X”?

For working group decision “hold,” is it possible to have the same “hold” designation as other hold states, like “hold” for final board decision? Right now, the “hold” working group decision is showing up with a green checkmark next to the state and the overall state remains in progress (purple wave).
