Please give editing privileges to the site admin roles to edit the Help pages for all users.

On QA, I am able to edit the pages, but I'm not able to link anything (the "smaller" link box pops up) and the images do not show in editing mode. I know we played around with this last week and changed some settings, but I did not change anything when I logged in just now.
Three threads here.
The help pages don't have the same typeahead support for finding posted documents which theĀ Agenda andĀ Notes fields have for meetings. Instead you just enter the URL (relative in most cases) directly. I'm pretty sure we talked about this in our last session.
It appears that Drupal 9 is more aggressive with clearing out files which aren't marked as "used" by some content node than as true for Drupal 7 (where we never saw that happen). The migration script dropped the images directly in the files area and linked them from the raw HTML for the help pages I had already created before we decided to pause that work until the UI had settled down. So because the images weren't added to the help pages through the editing interface, Drupal doesn't know those images are "used" by those pages. I think that's why we're not seeing those images on QA. As I sweep through the pages to update images for things which have changed I'll make sure the relationship between the images and the help pages are captured properly. In any case, images which you add through the editing interface shouldn't have this problem.
You probably don't want to do any serious work on the help pages anywhere except on production, because now that we have gone live with the new system, data changes are pulled down to the lower tiers from production, rather than pushed from the lower tiers to production. Yes, you can copy and paste from pages you create on the lower tier, but if there are images you'd run into the problem described in the previous item.

We are able to edit Help pages. Verified on PROD.
