We've had a few problems linking documents to our meeting agendas, and I think they may be caused by special characters.

For example, on the 11/15 Pediatric Treatment Board Meeting Agenda (which is now on QA), when linking the following article, an AJAX error message (attached) appears, followed by an error message that the link must have a valid path.

I'm not sure if anything can be done to fix the issue, but I wanted to both confirm that was the issue and find out if there were any other workarounds. (We used a workaround to copy the destination of the full-text article link on another page and paste it into the URL field, but that isn't the most straightforward.)
