Now that we no longer have access to working bastion hosts, we need to run global changes for the upper tiers from our workstations. It is not safe to do that by modifying /etc/cdrtier.rc to pretend that we are on those tiers. Add a --tier option to the global change harness
Had to make this work in order to do the global change for OCECDR-4408 (that's why this is done before the work on the release has officially started).
