The part of the publishing job that submits the CTGovExport job has failed twice in the past two weeks most likely due to NIH network issues which are preventing a notification email to be submitted.
We need to fix this part of the Jobmaster job so that it fails on errors but not on warning messages.

Updated the Jobmaster.py program to report warnings but not handle
them as error messages. If this will work properly for the weekly
publishing job I can close the issue. The following program has been
copied to FRANCK and BACH:
Jobmaster.py - R10467

It looks like this is still a problem. This publishing step still failed with an error message on Friday and I'll have to look at this again.
Since I wrote the last comment we have turned off the CTGovExport job which was failing the publishing job occasionally. This issue is not valid anymore.
