A blocked document loaded into XMetaL has a CdrDocCtl attribute
"blocked=Y".
This attribute is used to display the CDR-ID in red and add the label
"[BLOCKED]" to the header of the document.
If a blocked document is saved, the blocked attribute is changed to 'Y' causing the [BLOCKED] label to disappear.
As an example please save CDR415527 on MAHLER.
