From the BM and Librarian Queues, on the "Add Topic" page, active and inactive topics are currently being displayed in the topic pull down menu. Only active topics should be displayed to prevent users from assigning an inactive topic to citations during the review process.
Fixed on DEV.
looks good on dev, both lib and bm queues are now showing active only
