There seems to be a bug with the filter options on this page. At first arrival on the page and upon opening the accordion menu, the board names are highlighted in the menu which seems odd to me. See screenshot. Filtering alone with board seems to work but adding a topic to the filter retrieves zero results even though there are packets for that topic in the list.
Note: This is not a page I use or even have access to from the librarian pages. I found this bug by accident when I was trying to verify something else for the test admin login. So I'm not the best person to be reporting/testing this.
The filtering form comes up by default with the boards assigned to the current user selected. In the case of the Test Admin Assistant, that would be six out of the seven boards. I'm trying to reproduce the problem you describe of not finding any packets for topics for which you know there are active packets, but I'm not having any luck. I'm on https://ebms4-dev.nci.nih.gov, logged on as the Test Admin Assistant, and filtering for Adult Primary Liver Cancer I get seven packets. Can you provide specific repro steps, please? I tried looking in the database to see if I could figure out what you did when it failed, but there were too many rows for that page from this morning to know which one(s) to look at.
From your screenshot, I can see that you selected Adult Primary Liver Cancer, but the first three packets retrieved are Adult non-Hodgkins and Hodgins not liver cancer.
Logged in as Test Admin, upon landing on the page, there are 1532 packets listed. The first one is for peds/late effects. When I filter the list by peds board and late effects the result is zero. When I refine and uncheck "Active" the result is still zero. So how do I retrieve the packet that I saw at the top of the list of 1532? Again, this is not my page so I could be missing an important detail but something just seems off.
When I tried to repro your screenshot by filtering with adult board and primary Liver cancer, I got 1 packet but it was titled Adrenocortical. When I unchecked "active" I got zero.

Looks good on erc. The filter results match the board/topic selected. And the number retrieved seems to match as well. But one of the BMs should verify.
