On the Journal Maintenance page, when checkboxes are selected or unselected and "Apply Queued Changes" is clicked, the changes are not actually implemented. Seen on both rks and ebms4.
I was using Pediatric Treatment board to test this. Acta ZooBot Austria is an excluded journal. When I unselected the Excluded? checkbox and clicked Apply, Acta ZooBot Austria remained as being excluded (excluded? checkbox checked) both in the display immediately after clicking apply and on a separate search for the title.
Another good catch: you're on a roll! I believe this is working correctly now on e.r.c. Please give it another try.
Fixed! I was able to un-exclude Acta ZooBot Austria and then exclude it again.
