It would be helpful to have the ability to search for citations that have only a preliminary PDF uploaded (see OCEEBMS-592). I can think of two potential approaches:
1) Modify the Full Text Retrieval page to allow Bonnie to see these citations in a separate queue.
2) Add a new search parameter/checkbox to the Search Database page to identify these citations.
Would it be possible to get general story points for these two approaches? I think the first approach would be preferable but I'm guessing it's more involved. Thanks!

Robin clarified that the articles assigned the new Preliminary tag will already have a PDF, just not the final PDF, so we really do have two separate queues, not the existing queue and a new subset queue. We decided to use the checkbox option for switching between the two queues, with the default being the existing queue for articles which have no PDF at all.
