User(Not owner for a event) see an error (Sorry, you are not authorized to visit this page )when clicking on the unpublished event link on hotel report page.

Mitigated by addition of the 'cancelled' event state, which still allows
the user to view the event. Unpublished events are still unviewable.
However, this is now the method of deleting an event, and will probably
be used much less often; or at least before users begin requesting hotel
space. I recommend any event that's received a hotel request to be
cancelled instead of unpublished.

Dan, published and unpublishing event was working correctly. System
allow to select save or publish.
However, the actual issue still exist in QA. User still see access denied when the event was unpublished. Assigning back to you to fix the other part of the issue.

This error will be allowed for the moment, leaving the board managers
etc to choose how to handle unpublishing events when forms have already
been submitted. Updated the reimbursement form to only allow past
events, which sohuld mitigate this issue for that specific form.
