System should display only board member who has packet in the drop down menu on Record response page.

This is a nice-to-have feature; the Record Responses page works without
it. It would be nice to work this in to a future release, so as to avoid
empty results if a member without any available assigned packages is
chosen.

This is limited to any Board member who ever received a packet, which is a bit different than we originally intended, but Bonnie is pleased with the way this works.
