suggested that we beef up our capturing of what we get from SiteMinder for OpenID EBMS logins, especially when they fail.

I have implemented the extra logging on DEV, but I'm having a hard time testing, because NIH isn't letting me get to the page where I get to choose the login method on that tier, like I can on PROD. I've reached out to to see if he has any ideas.

We've got CBIIT and the NIH login team involved. The first hurdle has been overcome, and I can now choose the OpenID login method on DEV, but I'm getting rejections for Google email accounts which worked in the past, so we're still not out of the woods.

NIH was able to fix the OpenID login service on DEV, which allowed me to confirm that the new logging is working correctly. As noted elsewhere, this additional logging will not be a panacea, because for most of the failures we have experienced with this layer in the past, our application is completely bypassed. That's not to say the enhanced logging isn't a good thing. :-)
