EBMS Tickets

We enjoy the feature that shows us which packets have "new" reviews, but we aren't always able to address all of the "new" reviews when they first come in, so we'd like to add a way to mark packets that need our attention at a later point. We envision something similar to how you flag an e-mail in Outlook or star an e-mail in gmail that you need to address at a later time. Once added, the flag/star beside a packet would remain there until you remove it.
