We need to refine the criteria for what results in a notification on the literature activity feed.
Right now adding a new Board member to an old packet results in everyone receiving a notification that the packet has been posted (again). The new notification should only be given to the Board member who was just added to the packet.
Modified on DEV.
Verified on QA.
Have not had an occasion to test this on PROD; closing issue and will reopen if we have a problem.
