With the significant menu changes in release 3.0 (see OCEEBMS-169), we now have several inconsistencies between items in the menus and the corresponding page titles. We'll need to do a full review of the site and post specific changes, but I wanted to put this in now so we don't forget about it.
Deferring LOE estimation until we have a list of specific changes being requested.
The menus are completely restructured for EBMS4.
