We decided that the the PDQ Board information is not needed for the SVPC summary in today's EBMS/CDR meeting. So, we need to make a schema change to make the block optional in the summary schema.
As a patient summary editor, I would like to be able to create a SVPC summary without including the PDQ Board information because it is not required for publishing to Cancer.gov.
Acceptance criteria:
Scenario: XMetal has the ability mark the PDQ Board block as optional
Given I am a CDR patient summary editor
And I have permissions to create or edit SVPC summaries in the CDR
When I create or edit a new SVPC summary
Then the CDR should allow me to delete the PDQ Board block without invalidating the summary document
