I've noticed that for the past two or three deployments every filter gets reinstalled. Doesn't really do any harm, because the end result is that all the right filters are in place, but that's not what the script is supposed to be doing. What it's supposed to be doing is determining which filters aren't already what's in the deployment's branch and only replace those. So even though we don't think it's doing any harm, it's never a good thing when the software doesn't behave the way you think it should because that makes it more likely that some part of the script you don't understand will eventually do something you really don't want it to do. So let's track this down and make it right. LOE estimation is just a guess.
Fixed comparison. Tested on DEV.
