I imported a citation successfully about 15 minutes ago (the only new citation imported today it appears) but the import function seems to have suddenly stopped working. I'm now getting the error message "Unable to parse the document from NLM".
Examples: PMID 31120534 , PMID 29892016 , PMID 31337882
Not critical at the moment, but will become critical on Monday. 🙂
I was able to import all three articles.

I think we can chalk the Friday failures up to NLM's servers having wandered away temporarily.

I tested on three of the four tiers, so I think we can be pretty confident that nothing's broken on our end in the old code or the new Kepler code.
