For the longest time it has bothered me that I can't go back to the developers menu when I'm in the Reports menu. I always have to go back to the Admin menu and I need an extra click.
In the spirit of saving the endangered clicks I'm fixing this now.

Mailers.py
Reports.py
cdrcgi.py
The modified files have been merged into our release branch Joule:

I've included additional changes to the file cdrcgi.py because those where already available as part of the version available on DEV. These were all changes to make the code Python3 compatible.
