There will be several hundred organization documents for which the QC report will fail because the CIPS contact person's document has been removed. Make the QC report more resilient for this condition.

Please hold off on the work for this ticket. I had forgotten the request the users made in OCECDR-4518 (or perhaps didn't even understand what was being discussed in the original meeting). That request makes this change to the QC report unnecessary.
