After they have been pushed to the sftp server, the PDQ files are only retrievable by the cdroperator account.
Fixed on DEV. This weekend's job will test the change.

The weekend's job wasn't able to run the changed code because of network failures. The full job is running five times a week on DEV, though, and last night's job on that tier successfully fixed the permissions on the PDQ files.
