Please modify the summaries schema to allow comments and response to comments in table titles. Currently, we can only achieve this by using insertion tags.
If we allow Comment and ResponseToComment
elements inside the Title element, that will
affect all titles in the repository. It's very possible that would break
a lot of filters and other software (perhaps including the mailers). If
we take that path we will have to sign on to that risk, as well as a
higher level of effort than is represented by 13 story points. Will it
meet your needs if the added elements are siblings of the
Title element in the Table block?

I think that should be perfectly fine. As long as the new elements can sit next to the title element it should be okay.
