Please modify the workflow management queue so that publishable documents, including modules, can be added to the queue.
~oseipokuw: Is this ticket missing some context? I'm not sure what it's referring to.
It is about the selection criteria for workflow management process queue. Currently only published summaries are included in the queue. Since we don't publish module documents, they are excluded and adding them manually produces an error message. So, this is a request to expand the search criteria to include module documents. Hope this helps.

The restriction to published English summaries has been removed on DEV. Ready for user testing.
This is working as expected for me but I have asked the translators to do more testing. I will let you know when they have completed testing.
I ended up making the change more subtle than just removing the restriction to unpublished summaries, as that brought in a bunch of cruft that was probably not wanted (e.g., blocked documents).
