Last night and the night before the production step to FTP the protocol data to the NLM failed with an error message
ftplib.error_perm: 553 Could not create file.

Need to investigate and fix the problem.

The NLM has changed the behavior of the command
cd /
on their FTP server. On an FTP server this command should get you to the login directory and that's how the command used to work but at the moment this command gets you to the system root directory.
Since I am changing the directory prior to copying the data file (this allows me to specify a directory name while I'm testing) and I am now thrown into the root directory I'm obviously not allowed anymore to drop my data file to the root directory. That's what was causing the FTP failures.
I've fixed the program
FTPCTGov2Nlm.gov - R10283
and copied this file to the directory
\cdr\publishing
on MAHLER, FRANK, and BACH.

I will monitor this for a few days before I'll close the issue.

The FTP job ran last night without problems.

Nick Ide replied to my inquiry stating that he was modifying some settings for their FTP server which caused the problem.

I'm closing the issue.
