The installation of our LaTeX distro (MiKTeX) on Mahler is not configured properly for running mailers. The accounts under which the mailers are run do not have permission to all of the portions of the registry and file system needed to run the software. Please do the research to determine how the current version of MiKTeX needs to be installed on Windows Server 2003 in order for our mailers to work correctly, uninstall MiKTeX on Mahler, and re-install it based on what you find in your research.

What would I need to do in order to reproduce the error were getting? How is that error triggered?

... will trigger the failure. I eliminated some of the error messages it was previously emitting, by creating some new sub-directories under the "All Users" tree on C: and granting everyone all rights, but then the error messages were replaced by the nastier problem of permissions in the registry. While I might have put up with the ugly kludge of creating extra "All Users" directories, we shouldn't have to muck with the registry to get things working, so I came to the conclusion that our installation must have been mis-configured, and we need to start over again. Document what needs to happen, of course, so we can repeat it if/when we upgrade on Franck and Bach.

I've done a lot of research at this point trying to find out if the MiKTeX installation wasn't working properly or if the IIS settings on MAHLER are causing the error message.
I've used Google extensively to search for any hint on what the problem may be and I have posted a question on a TeX/MiKTeX forum but to this point I have not been able to find a solution.

Still digging...
