Many of us have been experiencing what appears to be a bug in
XMetal.
XMetal will usually be slow and unresponsive and when you attempt to
close CDR and restart it, you are unable to do that. When attempting to
close the CDR, you will get the following error message:
“The application can't shut itself down completely because an unknown script is still running. Please shut down the application by using the Task Manager.”
The only way you will be able to close CDR would be to use the task
manager to force a shutdown of the CDR or to completely restart your
computer and even then sometimes the task manager does not work. The
last time it happened to me (Between 3: PM and 3:10 PM today), I had to
log off my computer and log back in before I was able to use any other
program on my computer.
It looks like this is not a general computer freeze but a freeze
specific to the XMetal. I did a Google search and saw that this issue
had been reported by other XMetal users in the xmetal forum:

My personal experience is that this message comes up around the same time when IE fails to open, possibly due to memory leaks, either after I've opened and closed IE fairly often, opened exceptionally large documents, or after a long time (weeks) without a system reboot.
Restarting the system generally restores normal behavior.

I've seen this problem a number of times. I never figured out what those times had in common. I was always able to stop XMetal by using Task Manager, as suggested in the error message. I never had to reboot. It might be useful to teach users how to use Task Manager if necessary - though I admit it's not something that a user ought to have to do.
