I have filed a bug report with the Drupal core project.
I'm trying to come up with a workaround.
The Drupal core team has implemented and tested a fix for the bug I
reported which broke file uploads. However, I'm not confident that this
fix will be incorporated into a Drupal release in time for Harpers
Ferry., since we're hoping to accelerate the timetable for the EBMS
release so that it coincides with the CentOS server replacements.
Therefore I have modified the eleven places in the code where
file_save_upload
is invoked in the following nine source
code files to avoid tripping on the Drupal bug:

web/modules/custom/ebms_summary/src/Form/SummaryMemberDocForm.php
I think the names of these files are descriptive enough that they should provide sufficient identification of which forms will need to be tested.
~boggessc you should be able to import articles on EBMS DEV again.
Bonnie and I have tested importing and uploading files on QA in a variety of places and did not have any issues.
