When a "Working group decision" state has been added to an article, we'd like that to be noted if the article is in a Literature Review Packet. The article would remain in the packet, but "Reviewed by Working Group" would be added in the place of the usual Review/Reject buttons. We already do this for articles that receive a :Final board decision."
For board decisions the logic looks at the current state for the article/topic combination, which is not exactly the same thing as "state has been added." Should we use the same approach for the Working group decision state (look at the current state)?
