Description

As described in OCEEBMS-674, we would like to add the ability to inactivate tags. I assume this functionality would exist on the Full Citation page, but let me know if we need to discuss this in more detail.

Inactivation seems to work. Once the preliminary tag is inactivated, it no longer appears in the Full Text queue. 

The inactivated tag is still searchable from the Article Search page using the Tag search feature. I think this is something we should keep so that we can identify any citation ever assigned this tag inactivated or active.

But interestingly, after I inactivated a preliminary pdf tag for a citation in the Full Text queue and then tried to add a new preliminary pdf tag to the same citation, the ebms indicated that tag was successfully added but the new tag did not appear in the Full Article History and the citation did not appear back into the Full Text queue. See screenshot.

Is this something we want/need to be able to do?

Well, we certainly don't want the software to tell you it happened if it didn't. 😛

OK. Now when it tells you Tag successfully added it really means it. On https://ebms.rksystems.com, that is. Good catch! 😉

Yes, it is working correctly now on erc.

I was able to inactivate a preliminary pdf tag forcing the citation to leave the Full Text Queue, then add a new preliminary pdf tag which put the citation back in the Full Text Queue.

Also tested with several other tags and it worked as expected.
