Description
Another potential bug reported by Cynthia:
"So there seems to be a problem with the "select all" and "deselect all" feature on the Publish Citations page. When I "select all" the first time it works but if I "deselect all" and then try to "select all" again it does not work. In PROD I can go back and forth "selecting all" and "deselecting all" multiple times with not issue."

If this behavior persists even after you've cleared your javascript cache, we may need to set up a screen-sharing session. Does ~oseipokuw usually facilitate such sessions?

This one works too. I am no longer seeing these anomalies.
