We'd like to be able to flag articles that are uploaded in a non-final state. Often, the author manuscript becomes available prior to the published article in the journal. The author manuscript is less user-friendly and can contain errors as it is not the final version. Perhaps a new tag value such as "preliminary" on the citation could be used for this purpose?
Would I be correct in assuming that the tag would be added after import (rather than implementing the ability to tag an entire batch of articles on the import page as part of the import action)?
Yes, after import and on an individual article basis.
New tag type installed on DEV. I assumed this was a topic-independent tag, since it refers to a property of the current state of the article itself.
I agree, this should be a tag at the citation level and not at the topic level. However, on DEV, we're able to add the tag at both levels, and I don't think we should be able to add it at the topic level or this could get messy. See PMID: 32539507 and PMID: 31697822 on DEV for an example of the tag at each level.
We'd also like to append "PDF" to the tag name for clarity. So the new tag name would be "Preliminary PDF". Thanks!
I'm not aware of a requirement that topics be forbidden for a given tag. I know we can make the topic required, but not forbidden.

In a future release, we might want to consider adding a checkbox labeled "Preliminary PDF" to the upload PDF page and/or the Full Text Retrieval page so that you can add the tag at the same time as you are uploading the not-yet-final PDF.
