Just a placeholder for now, but we may want to develop a new report that will give the librarians a more user-friendly view of comments added to citations with the new Comment for Librarian tag. Right now I think the best approach is to run a search on the Search Database page selecting that tag and a range for when the tag was added, but it means having to open each citation's full citation page to view the comments.
LOE to be assigned when this moves out of "placeholder" status and a spec has been nailed down.
Upon further discussion, we think we could use the Citations by Tag report for this purpose with a small tweak. I believe the report is set up to display comments from the article state table in the final column of the report output (see original specs in OCEEBMS-540). However, when we run the report for the "Comment for Librarian" tag, it would be helpful if instead of the state comments we could see the comments associated with that tag.
PMID32525580 is an example of a citation that has the "Comment for Librarian" tag added in case it's helpful. In most cases, a citation that warrants the "Comment for Librarian" tag is likely going to be rejected by Board manager so there won't be comments associated with various article states.
~juther Would I be correct in assuming that you also want the same modification for the search logic as for the display logic? It would be a little weird if the user got hits for the comment she asked us to search for, but the string she searched for doesn't appear in the last column, right?
Yes, good idea. We'd like to have the comment field in the search logic query the comments for librarian but only when the "Comment for Librarian" tag is selected. Would it be possible to change the title for that field to COMMENT FOR LIBRARIAN in this instance?

This looks good on QA. I added comments using the Comment for Librarian tag to several citations and the comments were displayed in the Citations By Tag report. Also comments remained displayed after a state change from initial review to published. Additional testing needed to make sure the same is true when a BM adds a comment using this tag.
To speak to Cynthia's comment, I also found that comments remained displayed after a state change from initial review to published, with the most recent state displayed.
