As discussed in OCEEBMS-509, PDFs are currently uploaded on the Full Citation page nested within a Board/topic combination. It would make more sense to have this functionality performed (and the presence of the PDF displayed) in a non-topic-dependent location. The option to upload the PDF could be added to the Citation Actions box.
I went ahead and completed the work on this when I was implementing the support for internal articles, as most of the work had to be done anyway, and I didn't want to leave the functionality in a half-finished in-between state.
