The Drupal CMS requires that no Spanish translation existing for a Cancer Information Summary when removing the English original. The publishing software is not ensuring that when both languages of a summary are being removed that the removal of the Spanish translation is removed first, followed by the removal of the English original.
Added separate loops for dropping non-English summaries and English summaries.

The latest summary remove request ran successfully on 09/23. There were some error messages but I don't believe those errors were related to this change because we can see that same error message for non-remove publishing jobs as well.
I will close this ticket and add another one to further investigate the error messages I'm seeing.
