Since we no longer need to upload ZIP codes as discussed for OCECDR-4771 we want to remove the menu item from the Admin interface.
We may need another ticket to remove ZIP code validation.
The menu item to upload the ZIP code file has been eliminated and the program has been removed from the CGI directory:

This is ready for testing on DEV.
I confirmed that the menu item to update the ZIP codes isn't available anymore.
The menu item to upload ZIP codes is not available on QA.
Confirming issue.
