CTGovProtocol is included in the list of document types for the Documents Modified Report on QA2. It looks like this was removed from the list in Joule.
It also appears in the list of document types for the Invalid
Documents report. 
I think I must have inadvertently flipped the "Active" status while testing the document type management tools. Please take another look.
It is gone from the two reports I reported above. However, the Invalid Documents report contains all the old document types including InScope Protocol, OutOfScope Protocol etc.
You said "the Invalid Documents report" but your screen shot is for the Unchanged Documents report, whose behavior is the same as on production.
That is right. Sorry about that. I will create a ticket for Leibniz. Thanks!
