When a DIS that has never been published runs through the publish preview process the DateLastModified/DateFirstPublished dates do not exist as part of the document. The dates are being inserted as part of the publishing process. The Drupal system expects a value for these to be a date (without time stamp) and the filter is creating a value from available information in the database but the format of the date value is different from the format Drupal expects.
This is causing the PP report for all new, never before published DIS documents to fail.
