Fix the Term Upcode Filter to correctly create vendor output for CTGovProtocols that have Condition elements (CDR370003).

This is a P4 because it only affects the technique for upcoding which is not in production (we're still using the JavaScript approach on Bach).
The filter change has been backup out when we switched to the CBIIT environment.
