get checksums from CBIIT for sites/ebms.nci.nih.gov/files tree on D7 site
get checksums from CBIIT for sites/default/files tree on D9 site
write a script which checks every File entity extracted from the D7 site
verify that the files show up in both checksum sets
verify that the checksums match between the two sets for the files
JIRA claimed that it failed creating the issue the first time, but that was a fib.
