The Articles By Tag Report is missing "Preliminary PDF" in the tag pick list. Note: this tag is included in the pick list on PROD.
Unless I'm misreading the code for the current system, it appears that the logic only matches tags which have been assigned for a topic matching either a topic specified for the report, or a topic owned by the board selected for the report. So the query in the reimplemented report doesn't include tags which can't have a topic. Since the Preliminary PDF tag cannot be assigned in association with a topic, the query to populate that picklist doesn't include it.
Ok so my understanding of this is that the query in the reimplemented report has changed and the preliminary pdf tag no longer meets the criteria to be included.
However, you mentioned above that the preliminary pdf tag cannot be added to a topic but in PROD it seems we can. See the attached screen shot.
I have discussed this with Bonnie and she has indicated that she can generate a list of citations with the Preliminary PDF tag using a filter option from her Full Text Retrieval Queue. So at this time, I don't think we need to make any except for this tag to be included in this report if we keep the logic that this tag cannot be attached to a topic. For Bonnie's purposes, it does not need to be attached to a topic.
I think the root of the confusion is that the new system implements an enhancement requested quite a while ago by Robin. In the current system, tags can have only two flavors:
the tag must be assigned in connection with a topic
the tag can be assigned in connection with a topic (but does not have to be)
The enhancement was to add a third possibility:
the tag cannot be assigned in connection with a topic
This handles a class of tag which should only be assigned to an article as a whole, not for a specific topic, something which the current system cannot enforce.
The Preliminary PDF tag is such a tag. When it was created, I was told that it should only be used for tagging entire articles, not one of its assigned topics.

There are actually two queries in play here.
the query to populate the picklist
the query to select the results to be displayed for the report
The second query is the same as it was in the old system. The first query is different because the system allowed users to assign any tag in association with a topic, even for tags not intended to be used that way, so it didn't make sense to exclude any tags from the picklist, because any tag could show up in the report.

Yes, that makes sense in terms of tag assignment.
But this seems to imply that the Articles by Tag report is only for tags assigned to topics. What if user wants to run a report on a tag that can only be assigned to a citation? like the preliminary pdf tag? Also the preliminary pdf tag is the only tag that is excluded from this report. The Questionable Search, Borderline Initial Review and Legacy Conversion Note are still included even though they are in the list of tags that appear as options to assign to a citation (as well as the list for topic assignment) in both prod and new version. And summary topic is not a required criteria for this report. So I am still puzzled by why this report needed to change.
Luckily Bonnie has another way to see the list of citations assigned to the preliminary pdf tag and the tag is searchable. She has not expressed a need for a report at this time but We will need to take all of this into consideration when creating new tags that need to be included in this report because if they are citation only then we will need to fix this.

Again, the report itself didn't change. What has changed is that the Preliminary PDF tag assignments (and possibly others) can no longer specify a topic. The query for the report (if I'm reading the code correctly) has never included tag assignments which don't specify a topic. As I said to Robin in this afternoon's status meeting, the fact that the original requirements for the report excluded tags without topics doesn't mean the requirements can't be changed. Her initial response was, "Well, you can still find such tags with the search page" (as you pointed out). If you feel strongly that this is inadequate, I recommend that you lobby for a change in the requirements.
If I'm reading the code incorrectly (wouldn't be the first time), and you can provide examples of the report in the existing system including articles whose tag assignments have no topics, please share the details so I can investigate further. 🙂

I understand that this change that the user sees is due to the preliminary pdf's tag assignment now being citation only. And I am guessing the original requirements for this report included tags with topic assignments only because these are the tags most used and the requirements were set well before we added the preliminary pdf tag.
As I said earlier, I don't think this is going to be an issue because Bonnie does not need this report and the tag is searchable. But in the future if we add a new tag that also has a citation only assignment and users need a report for that tag then we will have to change the requirements of this report. But for now, I think any change to the requirements is not necessary.

I'm sorry, I don't understand. Are you saying that in the current system you can run this report using that tag and actually get any results? If so, for which board?

Adult Rx, Questionable Search = zero results
Adult Rx, Borderline Initial Review = zero results
Adult Rx, Adrenocortical Carcinoma, Core Journals Search = 0 results
Zero results is not a sole indication of whether this report works or not, it speaks more to the tags use.
This ticket is not about whether the report works. It is about the preliminary pdf tag no longer being listed in this report's tag pick list in the new version. I have reported it to make sure that this discrepancy was not due to an error or oversight. We have determined that it was neither. And that there is no user need to pursue any changes to the report in the new version so we are good.
Closing this ticket as there is nothing to fix for this ticket.
