Description

We would like to make the following changes to the Import Citations interface.

1. Please add a checkbox for the new High Priority tag. This will assign the tag to all citations being imported at that time for that Board and topic.

2. Please add the option to add a Board Manager Comment. This comment will be added to all citations being imported at that time for that Board and topic.

3. Please add the ability to upload a single full-text PDF. This will only be allowable if we are importing a single citation (which we often do). This would save us several steps of going to the Full Citation page to expand the necessary menus and add the full-text citation.

#1 implemented on DEV.

It would have been more appropriate, I think, for these three separate tasks each to have had its own ticket. :-)

By the way, I interpreted "being imported at that time ..." to mean both "newly imported" as well as "duplicate of an article which has already been imported" following the lead of OCEEBMS-13. Can you confirm that I guessed correctly?
