This needs more discussion before a solution is implemented, but I'm putting this in for that purpose.
We should consider having the system automatically record an "On Agenda" status for a citation if that citation is linked to from the agenda field of a particular meeting appointment.
We've decided not to implement this given potential problems that could happen with the automated assumption of articles being on an agenda. This would have to be topic specific, which would likely raise the LOE, too.
