On the Full Citation page, please add a comment icon next to the On Agenda state, just beneath the "Edit Decision" icon. See attached screenshot with a large red dot indicating where the icon should be added. See the Board Manager Action state as an example.
Right now, in order to add a comment, we have to edit the decision and add a new "On Agenda" state. We should be able to add a comment to a previously-assigned state. Thanks.
