When a Board member submits the final article in a given packet, we would like to return him/her to the packet once more before it moves to the completed page so that they have the opportunity to post the summary document. They are not finding the 'post document' link on the completed packets page so are coming up with other creative solutions and we're concerned we will miss the posted summaries.
I believe I have a working implementation for this request on DEV. Ready for user testing.

Verified on QA.
We are not able to test this on prod, but I'm sure we'll hear from our Board members if it isn't working properly! Closing issue.
