Description
When I try to download audios on DEV, I get Authentication Failed error message.
To Reproduce:
Connect to the CDR DEV server
Click on the Administrative Subsystem (Reports) icon
Select CIAT/OCC menu
Make sure the Audio Download left navigation item is selected
Click Submit at bottom of the page
Authentication Failure message may be displayed

The version of the paramiko Python package we're running
on the CDR servers is incompatible with OpenSSH 8.0 which the new s/FTP
server is running. CDR DEV has been upgraded to version 3.5.0, which
appears to solve the problem.
